Cost of a court proceeding should be borne by a losing party to a court proceeding. Where the successful party to a proceedings is represented by a lawyer, the losing party shall in principle bear the costs of legal fees paid by the successful party.  It’s a common sense solution adopted Act on Administrative Court Proceedings dated 30 August 2002.
